Historically Black Colleges and Universities/Minority Institutions (HBCUs/MIs) are a source of accomplishment and great pride for minority communities, the Army, DoD, and our Nation. The Army initiated its HBCU/MI program in 1987, and has been successful in strengthening the relationship between the Army Laboratories/Research Centers and the HBCU/MI community. Public Law 111-84, SEC 252, 10 USC 2362 (Oct 28, 2009) (Establishment Of Program To Enhance Participation Of Historically Black Colleges And Universities And Minority-Serving Institutions In Defense Research Programs), allows assistance to be provided to HBCU/MIs to assist the Department of Defense in defense-related research, development, testing and evaluation. We will continue to seek out the talents and innovations of HBCU/MIs in carrying out the Army's mission.
