The Army Awards A Record $13.6 Billion to Small Business During Fiscal Year 2003
The Office of Small Business Programs (OSBP) is pleased to announce that the Army awarded over $13.6B to small business firms during fiscal year 2003; an increase from 26.5% to 28% of the total business base. This record number was achieved though a comprehensive outreach program that reinforced education and opportunity, and Army leadership who emphasized the critical importance of small business to the success of our nation's warfighter. Army is also crowned as being the first Federal agency to reach the $1B mark ($1.4B) for the Historically Underutilized Business Zone (HUBZone) Empowerment Contracting Program, in line with efforts of both the Administration and Congress to promote economic development and employment growth in distressed areas. This figure represents an increase of 58% from fiscal year 2002. Ms. Tracey Pinson, Director, OSBP stated: "I am very encouraged with the results of our program and I am appreciative to the Army Commanders and Program Managers who have worked so diligently to make the Army Small Business Program a success. It is exciting to know that as our total contract base increased by 24%, we were able to increase small business participation by more than 30%. However, we still have program areas that require improvement and we will dedicate the necessary resources to ensure the continued success of every aspect of the Army Small Business Program."
